What it is

An Electrical Installation Condition Report (EICR) is a formal inspection and test of a fixed electrical installation. Every accessible circuit is inspected and tested, faults and observations are coded (C1, C2, C3, FI), and a full written report is issued to the current 18th Edition wiring regulations.

Who it's for

Landlords letting domestic property (legally required every 5 years or on change of tenancy), letting agents, homeowners buying or selling property, commercial landlords, business owners and duty-holders under the Electricity at Work Regulations 1989.

When you need it

Before letting a rental property, before a house sale, at the end of the 5-year statutory period, when insurers ask for it, before a refurbishment, when planning a consumer unit upgrade, or when nuisance-tripping suggests underlying installation issues.

Why it matters

An EICR is the only defensible record of the actual condition of a fixed electrical installation. It protects landlords legally, protects buyers financially, and protects duty-holders in commercial premises from personal liability under the Electricity at Work Regulations.

A superficial 'walk-round' EICR is worse than no EICR at all. It creates a paper trail that says the installation was safe when it wasn't, and it gets picked apart the first time it's audited.

What can go wrong

  • Fines & letting bans, private landlords in England face fines up to £30,000 for failing to provide a valid EICR.
  • Insurance repudiation, commercial and residential claims can be refused where no current EICR exists.
  • Failed sales, a serious C1 or multiple C2s found by the buyer's electrician can collapse or discount transactions.

Inspection and testing is a formal discipline; every step defined by BS 7671 and every observation coded consistently. Below is what a proper EICR actually involves and where we do them.

Domestic EICRs (homeowner)

Full inspection and testing for owner-occupied houses, ahead of a sale, purchase, refurbishment or extension.

Domestic EICRs (landlord)

Statutory landlord EICRs required every 5 years or on change of tenancy under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020.

HMO EICRs

Houses in multiple occupation carry additional inspection requirements and shorter cycles under local licensing. We issue reports formatted for HMO licensing.

Commercial EICRs

Full periodic inspection and testing for offices, retail, hospitality, industrial units and multi-let commercial premises.

Coding, C1 / C2 / C3 / FI

C1 = danger present, requires immediate action. C2 = potentially dangerous, requires urgent remedial. C3 = improvement recommended. FI = further investigation required. We code honestly.

Test schedule contents

Continuity of protective conductors, ring-final circuit continuity, insulation resistance, polarity, earth-loop impedance (Ze / Zs), prospective fault current (PSCC / PSCF), RCD trip time and ramp tests, functional testing of switchgear.

Remedial works

Where a report is unsatisfactory, we quote the specific remedials required to bring it to satisfactory, not a blanket rewire proposal.

PAT testing (Portable Appliance Testing)

Portable appliance testing carried out on the same visit for landlords, small offices and hospitality premises.

Re-inspection & re-issue

Once remedials are complete we re-test the affected circuits and re-issue the EICR as satisfactory.

Residential

Domestic EICRs typically cover 6–12 circuits and issue as a single-property report. Landlord obligations under the 2020 Regulations are strict, a satisfactory EICR must be provided to tenants within 28 days of the test.

Commercial

Commercial EICRs may cover multiple distribution boards, three-phase supplies, and sub-mains, with report structure to match. Duty-holder responsibilities sit under the EAW Regulations 1989.
